The government sued Wynn in May to compel him to register as a Chinese agent. Wynn has argued he wasnโ€™t lobbying when he told the Trump administration that China wanted the US to extradite Guo Wengui, an exile who criticized the Chinese government. The governmentโ€™s civil case marks the first Foreign Agents Registration Act lawsuit by the Justice Department in more than 30 years.

In its lawsuit, the government claimed that Wynn was acting to protect his casinos in Macau when he told former President Donald Trump about Chinaโ€™s position on Guo, as well as White House and National Security Council officials.

Wynnโ€™s lawyers argued that he passed along the message from Sun Lijun, then-Vice Minister of Chinaโ€™s Ministry of Public Security, as a diplomatic offer and that he was โ€œfully transparent in his dealings with the Trump Administration.โ€ The Trump Administration rejected the offer.
