It is worth noting that the city of Rafah was identified by the IDF, very near the beginning of the Israel-Hamas conflict, as a “safe haven“ for civilians who were not affiliated w/ Hamas terrorists.

The US Government Accountability Office recently released a report, stating that current guidance from the US Pentagon does not clearly define when weapons and equipment headed to Ukraine should be recorded as “delivered”.
