Any President has absolute/broad authority to DECLAS whatever, and whenever, he likes. Period, end of story.

If only the government had treated everyone else as compassionately as parents did for their children under 2.

Thank God so many parents came to their senses. But this result does not, will not, absolve those whose authoritarian impulses drove them to forcibly expose older citizens to the risks of the shots because of mandates.
