Representatives Dina Titus (D-NV) and Gus Bilirakis (R-FL) have introduced bipartisan legislation that seeks to enforce sanctions against Azerbaijani officials responsible for war crimes and human rights abuses, including the ethnic cleansing of Artsakh, the arbitrary detention of Armenian POWs and civilian captives, the torture and abuse of detainees, and extrajudicial killings, reported the Armenian National Committee of America (ANCA).

The list includes senior officials in Azerbaijan’s ministries of justice and defense, military officials, and specific units responsible for overseeing and carrying out war crimes, as well as judges and lawyers responsible for the arbitrary detention of captives.

At the suggestion of the Kazakh side, an agreement was reached on a meeting of the Ministers of Armenia and Azerbaijan.

Kazakh Foreign Ministry noted that Astana's mediation is out of the question, "we are just doing a goodwill service,” and negotiations will be conducted exclusively by Armenia and Azerbaijan.

The relevance to Kazakhstan remains unexplained.

A seismic shift in Armenia’s foreign policy that has seen it forge closer relations with the European Union is not a threat to Moscow, the country’s ambassador in Brussels insisted amid increasingly tense relations with the Kremlin.
Azerbaijani Foreign Minister Ceyhun Bayramov said at the Arab League conference that Baku supports peace talks with Yerevan in a bilateral format.

He said that the recent agreements reached between the demarcation commissions "indicate that this is the most effective and successful line in terms of achieving mutual results," APA reports.

Hungary 'Blocking EU Military Aid To Armenia’

Hungary is blocking the European Union from providing modest military assistance to Armenia, a diplomatic source told RFE/RL’s Armenian Service on Tuesday.

After months of deliberations, the 27-nation bloc moved earlier this year to approve such “non-lethal” aid from its European Peace Facility, a special fund designed to boost EU partners’ defense capacity.

A relevant draft document seen by RFE/RL’s Armenian Service in mid-April calls for 10 million euros (about $11 million) to be provided to the Armenian military over the next two-and-a-half years.

The European source that did not want to be identified said Hungary has for weeks been vetoing the decision and demanding that similar aid also be allocated to Azerbaijan. EU leaders are considering meeting Budapest’s demand in hopes of overcoming the deadlock, added the source.

While the government is busy suppressing and arresting residents of protesting villages and demining territories before their surrender, Azerbaijani border guards threaten to invade and annex Syunik in a video distributed on social networks:

"Our flag is currently flying on the border of Armenia and Azerbaijan. God grant that by order of our President and Supreme Commander Ilham Aliyev, we will connect Karabakh to our native Nakhichevan, capturing the Zangezur region."

Turkey stopped all trade with Israel as of Thursday, according to two Turkish officials familiar with the matter, Bloomberg reported.

In 2023, trade between the two countries totaled $6.8 billion, of which 76% was Turkish exports, according to the Turkish Statistical Institute.

The situation in Kirants

With varying degrees of success, police have worked to unblock the road that residents of Kirants village have been blocking in protest of what they see as a disguised territorial surrender under the pretext of “delimitation”.

The entrance to the village, where a significant police presence has been established for several days, remains off-limits to journalists.

On May 29th, Civic, a media toilet owned by the ruling party, took to YouTube to slander the head of the Tavush Diocese Archbishop Bagrat. No longer concealing their alignment with Azerbaijan’s view of the Armenian Church as “revanchists”, they accused the church of “wanting war” and “being Kremlin agents receiving millions of dollars from Moscow”. These allegations were made in a complete vacuum of evidence.

In response, the “Tavush for the Homeland” movement announced plans to sue Civic for slander and defamation against Archbishop Bagrat Galstyan.

On May 1st, in an interview with a state-controlled TV channel, Prime Minister Pashinyan failed to offer clarity on the situation, specifically regarding the village's transfer to Azerbaijan and the fate of residents’ property. When asked about concerns regarding the proximity of Azerbaijanis to the village school, Pashinyan suggested “planting trees or building a wall” to obscure the view.

Armenia's Ombudsman reiterated on May 2nd the state's obligation to compensate losses incurred by residents of Tavush border villages.

Despite restrictions, a RFL/RL Armenian service journalist managed to enter the village through a nearby forest on the same day. However, they were unable to determine the exact number of police present, prompting a call for viewer assistance.

Approximately 10% of the village's adult population was reportedly arrested on the same day, only to be released later.

Police dismantled a store's surveillance camera capturing their aggressive dispersal of a rally, including an officer's call for violence against villagers.

Reportedly the residents are permitted entry upon presenting their passports. Factor.am reports that police dismantled protesters' tents on the morning of May 3rd, the village entrance remains inaccessible.

The head of the Tavush Diocese, Archbishop Bagrat Galstanyan, remains barred from entering the village by police.

Armenia, Ukraine Foreign Ministers agree to hold political consultations

The foreign ministers of Armenia and Ukraine have agreed to hold political consultations.

“I spoke with Armenian Foreign Minister Ararat Mirzoyan to discuss the dynamics of the security situation in Ukraine and the South Caucasus. I welcomed the agreement on border delimitation between Azerbaijan and Armenia. We agreed to hold political consultations between foreign ministries on a wide range of topics of mutual interest,’’ Ukrainian Foreign Minister Dmytro Kuleba said on X.
