A mayoral candidate in the city of Puerto López, Ecuador, was killed hours before the polls opened and his victory was confirmed. Omar Menéndez, 41, was shot dead by gunmen who broke into the room where he was with campaign workers.
Menéndez was not the only candidate killed on the eve of the election. Two weeks earlier, Julio Cesar Farachio was also shot dead. He was running for mayor of the coastal city of Salinas. A man was arrested on suspicion of involvement in the murder.

The Minister of Justice and Public Security (MJSP), Flávio Dino (PSB), presented the new national secretary of Penal Policies, Rafael Velasco. During his inauguration speech, Velasco defended a system of “conscious extrication” of the prison population.
"We must place penal alternatives on the same level as prison and maintain a permanent dialogue with other criminal enforcement bodies to support alternatives of conscious extrication", he says.
The new holder of the Secretariat for Penal Policies also defended that prisoners be kept in places with access to programs that help them with their rehabilitation. "That people in prison are kept in safe and adequate facilities, with access to programs that help them to re-socialize", defended the secretary.
This idea was once defended in an article that has since been deleted from the Workers' Party (PT) website, by current President Lula (PT).
