In the video, a trafficker acts as a lookout at the entrances to the controlled/taken communities and also as a walking "jammer".
Generally a jammer is used as a radio signal blocker (to allow communication between traffickers without outside observation) or GPS signals, to prevent tracking of the communications and position of allied members.
Also note the use of military materiel for storage and body support. Generally this use is specific to Paraguayan or Colombian militias. When this is not the case, the use is closer: by the local police themselves.
