🇧🇫 Burkina Faso government says it thwarted coup attempt

Burkina Faso's military government said on Wednesday that a coup attempt had been thwarted the previous day by security and intelligence services, without providing specifics on what had happened.

In a statement it said officers and others had plotted to destabilise the country with "the dark intention of attacking the institutions of the Republic and plunging our country in chaos."

It did not identify anyone but said some arrests had been made and searches continued for others. "Investigations will help unmask the instigators of this plot," it said. The military prosecutor later said four people had been detained and two were on the run.

Thousands of pro-junta demonstrators took to the streets of the capital Ouagadougou and elsewhere to show their support, citing rumours of a brewing mutiny against the authorities.

🇸🇸🇷🇺 South Sudan leader in Russia for talks with Putin

South Sudan’s President Salva Kiir is in Moscow for talks with Russian President Vladimir Putin.

Kiir arrived in the Russian capital on Wednesday and was received by Deputy Foreign Minister Andrey Rudenko Yurevich.

Kiir's office says the meeting with the Russian president on Thursday will discuss prospects for the development of bilateral relations in various areas, as well as regional and international issues.

It adds that the visit aims at deepening diplomatic relations and explore other areas of co-operation on trade, investment opportunities and security.

The two leaders will also discuss the lifting of an arms embargo and targeted sanctions imposed on individuals in South Sudan, the statement added.

French Foreign Minister Catherine Colonna met Sylvain Itté on Wednesday "to thank him and his teams for his work in the service of our country under difficult conditions," the ministry said.

Born in the Malian capital Bamako in 1959, Itte had been in the post as ambassador to Niger for a year.

🇺🇸🇱🇷 US announces visa restrictions for those "undermining democracy" in Liberia

U.S. Secretary of State Antony Blinken on Wednesday announced visa restrictions for individuals who he said were "undermining democracy" in Liberia ahead of the country's elections in October.

Blinken in a statement did not specify how many people were affected or identify them. The move restricts their ability to travel to the U.S.

The policy is not aimed at the Liberian people or government, Blinken said.

The U.S. visa restrictions target people believed to be responsible for "undermining democracy in Liberia, including through manipulation or rigging of the electoral process; use of violence ....; or engagement in any other activity designed to improperly influence the outcome of an election," Blinken said.

🇬🇦 Gabon's new prime minister outlines plans for national dialogue

Gabon's military-installed prime minister, Raymond Ndong Sima, on Wednesday outlined plans for a "national dialogue" to be organised next year which he said would pave the way for drawing up a new constitution.

He said an appeal for contributions towards the dialogue would go out from next week.

"Everyone has something to say. Men, women, old people, young people, people in housing estates, people in towns, in villages, everyone has an opinion and that's normal,” he said.

Ndong Sima said he aims to put forward a summary of these contributions by the end of January, which will provide the working basis for the national dialogue to take place hopefully between April and June.

🇬🇦 Gabon military government relaxes curfew

Military leaders in Gabon have relaxed the curfew imposed on the country following the overthrow of President Ali Bongo.

The new curfew, announced by the Committee for the Transition and Restoration of Institutions on Wednesday, runs from midnight to 05:00.

Previously, it started between 18:00 and 22:00 depending on the area, and lasted until 06:00.

The new curfew, according to the government, forms part of efforts to restore economic operations in the country.

Junta leaders say unlike the previously modified curfew which exempted certain areas a few weeks ago, this one is the same across the entire country. The reason for this new curfew is to "relieve economic operators in all sectors."

🇱🇾 Eastern authorities in Libya announce fund creation for reconstruction of Derna

The authorities in eastern Libya announced on Wednesday the creation of a fund for the reconstruction of Derna, a city devastated by deadly floods, where a conference is due to be held on October 10 to prepare the first "projects".

In a press release, the eastern government said it had given its "approval to the creation of a fund for the reconstruction of the city of Derna and the areas affected" by the September 10 floods.

This "conference" will be "open to international companies", said the eastern government on Wednesday, which had initially called on the entire "international community" to take part.

The rival UN-recognized government based in the western capital Tripoli has so far ignored these announcements and has not said whether it will send representatives.

🇷🇼 Rwandan president appoints accused general as minister

Rwandan President Paul Kagame has appointed a senior military official as a minister of state for regional cooperation despite the fact he been accused of working closely with a Congolese rebel group.

General James Kabarebe, who has for decades been a close ally of Kagame, retired from the military last month.

UN experts published a report in June accusing Gen Kabarebe of playing a leading role in coordinating operations by the M23 rebel group in eastern DR Congo. Rwanda has denied that its military has supported the M23.

🇸🇩🇬🇧 Sudanese man accused of people trafficking in UK

A 21-year-old man from Sudan has been charged with an immigration offence by the British authorities after a woman's body was found on a beach in northern France.

The National Crime Agency (NCA) said Howmalow Mawumd-Duop would appear in court accused of facilitating illegal immigration.

He was detained in the English Channel port of Dover on Tuesday, the same day that an Eritrean woman was found at Bleriot-Plage, near the French city of Calais.

The NCA said she is thought to have died attempting to cross the Channel in a small boat.

The British and French governments have promised to crack down on people-smuggling gangs behind the crossings.

🇲🇿 Mozambique concerned as chronic child malnutrition rises

Mozambique’s health authorities have expressed concern that some 37% of children in the country are suffering from chronic malnutrition.

This troubling rise is compounded by a lack of access to healthcare and limited educational opportunities, posing serious challenges to the overall development of Mozambique's youth.

In response, civil society groups are calling for the implementation of a National Early Childhood Policy. Advocates argue that such a policy could help address the developmental obstacles faced.

The Ministry of Health, Gender, Children and Social Action and partners met in the capital, Maputo, on Thursday to seek answers to early childhood development problems, which is the period from birth to eight years of age.

🇲🇦 IMF board approves $1.3 billion resilience loan for Morocco

The IMF's executive board on Thursday approved a $1.3 billion loan from its new Resilience and Sustainability Trust (RST) to help Morocco bolster its resilience to climate-related disasters.

Morocco had requested funds from the International Monetary Fund's (IMF) new trust well before the devastating earthquake that struck in Morocco's High Atlas Mountains on Sept. 8, killing more than 2,900 people.

The approval comes weeks before Morocco hosts the annual IMF and World Bank meetings, in Marrakech from October 9-15.

🇹🇿 Five million birds killed to protect rice fields in Tanzania

A total of five million Quelea Quelea, small red-billed birds, have been exterminated in Tanzania to protect rice fields, notably using drones, the national plant and pesticide monitoring agency said.

The Tanzanian Plant Protection and Pesticides Authority (TPHPA) killed five million birds last week in the Manyara region in the north of the country, where more than 400 hectares of commercial crops were under threat.

"We have killed five million destructive birds and are now monitoring other areas," Director General of the TPHPA told.

Quelea Quelea, or Red-billed Workers, which travel in large flocks, have in the past wreaked havoc on crops in Africa, with invasions usually occurring at the start of the dry season in September and October.
