๐ธ๐ฉ๐บ๐ณ Sudan's warring sides commit abuses, including strikes on fleeing civilians, UN report says
Both sides in Sudan's civil war have committed abuses that may amount to war crimes including indiscriminate attacks on civilian sites like hospitals, markets and even camps for the displaced, the U.N. human rights office said.
"Some of these violations would amount to war crimes," Volker Turk, the U.N. High Commissioner for Human Rights, said in a statement accompanying the report. "The guns must be silenced, and civilians must be protected."
The United Nations report is based on interviews with over 300 victims and witnesses as well as footage and satellite imagery.

๐บ๐ณ๐บ๐ฌ ICC orders reparations for victims of Ugandan rebel chief
Nearly 50,000 victims of Ugandan militia commander Dominic Ongwen should get a total of over 52 million euros in compensation, International Criminal Court judges ruled on Wednesday, in a record reparations order.
Judges said Ongwen, a former child-soldier who rose through the ranks to become one of the top commanders of the notorious Lord's Resistance Army (LRA), did not have the resources to pay the compensation himself.
Instead they asked the tribunal's own Trust Fund for Victims to help cover the cost.
The reparations will be in the form of a symbolic individual payment of 750 euros per victim and additional collective reparations like rehabilitation programs and memorial sites.
Ongwen was convicted to 25 years in prison in 2021 on 60 counts of war crimes and crimes against humanity, including rape, murder and child abduction. He is currently serving his sentence in Norway.

๐๐บ๐ณ Africa's debt to stay above pre-pandemic levels through 2025, UN official says
Africa's public debt will stay above pre-pandemic levels in 2024 and 2025, with many countries still at risk of falling into debt distress as they continue to struggle to service international loans, a U.N. official said.
Addressing a United Nations Commission for Africa (UNECA) conference in Victoria Falls, the agency's macroeconomics and governance director Adam Elhiraika said eight countries were in debt distress, while 13 were "expected to be at risk of debt distress".
"Debt will (stay) above the pre-pandemic level. This is huge," Elhiraika said, adding that the continent's debt-to-GDP ratio was 62.5% at the end of 2022.
This ratio doubled to 57% in the decade to 2020 and could rise 10 percentage points in the next five years if Africa's fiscal trajectory does not change, according to a recent International Monetary Fund report.

๐บ๐ณ๐บ๐ฌ ICC allows in absentia hearings in case against Ugandan warlord Kony
Judges at the International Criminal Court (ICC) on Monday ruled that prosecutors can bring a hearing on charges against fugitive Ugandan warlord Joseph Kony in his absence on October 15.
Kony, the founder and leader of the Lord's Resistance Army (LRA), is the ICC's longest standing fugitive. An arrest warrant was issued against him in 2005.
ICC prosecutors are looking to charge Kony with 36 counts of war crimes and crimes against humanity including murder, rape, using child soldiers, sexual slavery, forced marriage and forced pregnancy.
Kony, who is still at large, has said he is not guilty of the allegations against him.
In late 2022 ICC prosecutor Karim Kahn requested a hearing in the case to offer a "meaningful milestone" for victims and to present the depth of evidence gathered against Kony.

His appeal comes as UN Security Council members are negotiating a British draft resolution that calls for an immediate ceasefire and unhindered humanitarian access - which could be voted on as soon as Friday.
The UN Secretary General said a cessation of hostilities must lead to a definitive silencing of the guns - and set out a firm path towards lasting peace.
He warned that the humanitarian crisis in Sudan was reaching colossal proportions and that the human rights situation continued to spiral out of control.

"As a United Nations organisation, [we] are committed to providing a large-scale response to the humanitarian drama in Cabo Delgado, but unfortunately, without sufficient resources, we will have no alternative but to do less of what we should do."

Nearly five million people in Sudan could suffer catastrophic hunger in parts of the war-torn country in the coming months, United Nations aid chief Martin Griffiths warned the Security Council.

"Without urgent humanitarian assistance and access to basic commodities almost 5 million people could slip into catastrophic food insecurity in some parts of the country in the coming months," Griffiths wrote.

๐จ๐ฉ๐บ๐ณ7 million displaced and โunprecedentedโ crisis in eastern DR Congo, according to the UN
Escalating violence in eastern Democratic Republic of Congo has led to the displacement of at least 250,000 people over the past month, a senior United Nations official said, describing the situation as a humanitarian crisis.
The result is "one of the world's largest humanitarian crises", with an estimated 7 million people displaced, many of whom are beyond the reach of aid, said the UN.

Rajasingham said humanitarian agencies were doing their best to reach people affected by the conflict, but he warned that "a huge influx of people poses challenges that are beyond what we can do at the moment".
โWe must find a solution to the suffering, the displacement, the loss of livelihoods, the loss of education,โ he said.

Sudan's Rapid Support Forces (RSF) paramilitary group has rejected an agreement between the country's military government and UN agencies to deliver humanitarian aid into the impoverished Darfur region.

But the RSF, which controls majority of Darfur, said the UN agencies had not consulted it about aid deliveries.
It also accused the "extremist former regime" of attempting to smuggle arms into Darfur.
Top UN officials have said Sudan's civil war is "one of the worst humanitarian nightmares in recent history" and could trigger the world's largest hunger crisis.

๐ธ๐ฉ๐บ๐ณ Sudan needs 'immediate action' on hunger to avert widespread death, UN-backed report says
Immediate action is needed to "prevent widespread death and total collapse of livelihoods and avert a catastrophic hunger crisis in Sudan," a United Nations-backed global authority on food security warned on Friday.
The Integrated Food Security Phase Classification (IPC) had been due to issue an update to its December analysis. But it was unable to do so due to the war.
Instead, the IPC said it reviewed the latest evidence available and published the alert on Friday "to express major concern" about the deteriorating situation.
"Without an immediate cessation of hostilities and significant deployment of humanitarian assistance ... the population of Khartoum and Gezira States, Greater Darfur and Greater Kordofan, is at risk of reaching the worst levels of acute food insecurity and malnutrition during the upcoming lean season starting from April โ May 2024," the IPC said.

The cholera outbreak is spreading in Somalia, with more than 4,380 cases and 54 associated deaths recorded in 32 districts from Jan. 1 to March 18, according to the UN.
"The outbreak is driven by high levels of malnutrition among children, insufficient access to clean water, open defecation practices, latrines with poor hygiene, and inadequate sanitation among communities, among other factors," the OCHA said.
