Two Russian sailors being held in the Mozambique port of Maputo are financial hostages in a dispute between the ship's owner and its local customer, Russia's foreign ministry told the state RIA news agency.

Two Russians, a Lithuanian and two Ukrainians have been locked up on board a Cameroon-flagged fishing boat Volopas for eight months.

"They found themselves hostage to a financial and property dispute between the ship-owning company and a local agent company," Russia's foreign ministry told RIA.

Diplomatic efforts to repatriate the sailors have not been successful so far, the foreign ministry said.

Russian President Vladimir Putin and Egypt's Abdel Fattah al-Sisi on Tuesday inaugurated the construction of a new unit at Egypt's Dabaa nuclear power plant via video link.

The power plant is being built by the Russian state corporation Rosatom at a reported cost of $30 billion, and will consist of four power units with a combined capacity of 4.8 gigawatts.

The two presidents were opening the construction of the fourth and final unit."The cooperation between our two countries continues and is developing. Egypt is a close friend of ours and a strategic partner," Putin said.

Egypt, which faces increasing power demand from a population of a 105 million, is seeking to position itself as a regional energy hub that exports electricity to neighbouring countries, and to diversify its energy sources.

Russian President Vladimir Putin on Wednesday met Chadian leader Mahamat Idriss Deby in the Kremlin.

In brief televised comments, Putin said Russia was pleased that Deby had stabilised the situation in the country, and was ready to help in any way.

Putin said that the two countries had "great opportunities to develop our bilateral ties", and that Moscow would double the quota for Chadian students studying at Russian universities.

Deby on his part hailed ties with Russia. I came here from a friendly country, a brother country, a sovereign country that wants to reinforce relations with a friendly country," he told. He said he hoped the meeting would "benefit both of our peoples."

Burkina Faso says it has received 25,000 tonnes of free wheat from Russia.

Speaking at a ceremony on Friday, Burkina Faso's Foreign Minister Karamoko Jean Marie TraorΓ© said the wheat consignment from Russia would help to push his nation towards "developing our own production capacity in order to halt once and for all dependence on food from abroad".

Burkina Faso's minister for solidarity and humanitarian action said the government was "delighted" and called the grain delivery a "priceless gift" that would benefit people who were internally displaced and vulnerable.

The European Union is facing a dilemma over its remaining presence West African Sahel region, since it does not want to cooperate with Russia's expanding military forces, its top diplomat said.

The decision by Mali, Burkina Faso and Niger to withdraw from ECOWAS has further complicated EU presence in the region, the EU's foreign policy chief Josep Borrell said.

"It is very significant that these three states, all of them with military dictatorships, decided to leave the regional body at the same time that we see the Russian influence increase," Borrell said.

"This creates a new geopolitical configuration of this area."

He added that Russia's presence was already strong in Mali and could be soon in Niger and Burkina Faso. The EU has until May 24 to decide whether or not to stay in Mali, Borrell said.

Burkina Faso's military-backed president has said Russian troops could deploy to fight jihadists in the country, if needed.

Ibrahim Traore said Russia was offering logistical and tactical training and was willing to sell whatever weapons were required by Burkina Faso.

Traore said there were no restrictions on what could be bought from Russia, China, Turkey or Iran, unlike other countries.

His comments come amid reports that some 100 Russian fighters were last week sent to the African country as military instructors.

The development also fuels speculation of Burkina Faso deepening security ties with Russia like neighbouring Mali.

The leader of the EFF took aim at Israel's Prime Minister Benjamin Netanyahu accusing him of being a "warlord".

Malema also promised to end the load shedding and create new jobs for South Africans.

Russia's agriculture minister said late on Tuesday that Moscow had completed its initiative of shipping 200,000 metric tonnes of free grain to six African countries, as promised by President Vladimir Putin in July.

Russia shipped 50,000 tonnes each to Somalia and the Central African Republic and 25,000 tonnes each to Mali, Burkina Faso, Zimbabwe and Eritrea, Agriculture Minister Dmitry Patrushev told.

"After the Russia-Africa summit, we have been maintaining relations (with African countries and building cooperation," Patrushev told. "As a result, we were able to deliver this volume of wheat to these countries quite quickly."

Mali's foreign minister Abdoulaye Diop was in Moscow on Wednesday for talks with his Russian counterpart Sergei Lavrov.

Addressing a press conference, the two leaders vowed to strengthen their bilateral security partnership.

β€œAs for the topic of security, we are actively interacting in the military and military-technical sphere, and we see how Mali’s defence capability is being strengthened thanks to the work of our instructors, and the training of personnel on the territory of the Russian Federation for the Malian armed forces, and thanks, of course, to the supply of Russian military equipment,” said Sergey Lavrov.

The foreign ministers of Russia and Nigeria held talks in Moscow on Wednesday where they discussed future relations between the two countries.

Russian foreign minister, Sergey Lavrov, told his Nigerian counterpart, Yusuf Tuggar, that Moscow sees Nigeria as a priority partner on the African continent.

"The relationship will continue to grow. We feel that we are in a right position to have a very strong strategic relationship with Russia," said Tuggar.

Lavrov also said Moscow would continue to provide assistance to the countries in the Sahara-Sahel region in order to increase their combat capability.

β€œRussia will provide assistance to countries of the region in increasing the combat capability of their national armed forces, security forces, and law enforcement authorities , in order to counter the threats that persist,” said Lavrov.
