Kenya’s government has said it won't deploy its police officers to Haiti until all conditions on training and funding are met.

Last month the U.N Security Council gave its approval for Kenya to command a multinational mission to combat violent gangs in the troubled Caribbean country.

Interior Minister Kithure Kindiki told Parliament’s Departmental Committee on Administration and Internal Security that β€œunless all resources are mobilized and availed, our troops will not leave the country.”

He said U.N. member states are securing resources and have identified how funds will be mobilised and made available to Kenya for the mission. However, it was not immediately clear when the forces would be fully trained and funded to allow for deployment, or when they might be deployed.

Kenyan lawmakers on Thursday voted to support a request to deploy hundreds of police officers to Haiti in a U.N.-approved mission aimed at helping the Caribbean nation tackle gang violence.

Parliament's deputy speaker Gladys Boss called a vote and lawmakers approved the deployment, citing a report that said the deployment meets the constitutional requirement to take into account public views, which were collected between November 2 and 9.

Gabriel Tongoyo, chairperson of parliament's Administration and Internal Security Committee, said the deployment term was for one year and the United Nations will bear its costs.

Haitian police chief Frantz Elbe is in Kenya for a three-day visit ahead of plans to deploy police to help fight gang violence in the Caribbean country.

Elbe and his delegation met the Kenyan police chief Japhet Koome and other senior security officials for "bilateral security discussions", the Kenyan National Police Service said.

The visit is part of the preparation for the deployment of the more than 1,000 police officers from Kenya for the controversial Multinational Mission to Support Security (MSS), the UN approved two months ago.

The first contingent of about 300 officers is scheduled for deployment by February next year.

A report by Belgium-based International Crisis Group (ICG) dated Friday, January 5, warned President William Ruto’s government that Kenyan police officers would face insurmountable challenges should they be deployed to Haiti.

While Ruto has already committed to the international community that Kenya would bring peace to the gang-infested Caribbean nation, ICG worried if Kenyan police officers were well-equipped to handle such.

The 1,000 officers set to be deployed will face internal sabotage from the Haitian government as the report identified corruption between Haitian police, politicians and gangs.

ICG further noted that the country was experiencing overcrowded prisons and apart from the police officers being compromised, they were also outnumbered.

A Kenyan court on Friday rejected a plan to send police officers to Haiti to lead a U.N.-approved mission, throwing into doubt the future of an initiative aimed at tackling gang violence in the Caribbean nation.

An opposition party in October challenged the government's decision to send 1,000 officers to address a deepening crisis in Haiti, where gang violence killed nearly 5,000 people and forced around 200,000 people from their homes last year.

Kenya had hoped to have its officers in Haiti as soon as this month after the United Nations Security Council approved the mission in October, but a court issued a stay on the deployment shortly after.

High Court Judge Chacha Mwita ruled that under Kenyan law, the authorities could only deploy officers abroad if a "reciprocal arrangement" was in place with the host government.

Kenya is going to push ahead with plans to lead a U.N.-approved security mission to Haiti, despite a court in Nairobi last week blocking the deployment, Kenyan President William Ruto told.

The mission was thrown into doubt after the Kenyan court ruled that it would be unconstitutional to deploy officers abroad unless there was a "reciprocal arrangement" in place with the host government.

Ruto said Haiti had asked for help months ago, and he expected a request would come shortly that would satisfy the demands of the court.

"So that mission can go ahead as soon as next week, if all the paperwork is done between Kenya and Haiti on the bilateral route that has been suggested by the court," Ruto said.

A Kenyan official who had been in Washington for talks on a planned international security force to help Haitian police fight gangs was found dead in his hotel room this week, police in the U.S. capital said on Thursday.

Washington police said they found 39-year-old Nyamato Walter unconscious in a hotel room in downtown Washington on Tuesday morning, and pronounced him dead at the scene.

The police statement did not give a cause of death but noted that the investigation was being handled by a squad specializing in natural deaths and suicides.

Walter, a police commissioner who was part of an official Kenyan delegation, was in the U.S. capital for talks over a planned U.N.-ratified force to help Haiti's out-gunned police fight gangs.

Kenya's President William Ruto has said that a planned deployment of police officers to Haiti will go ahead as soon as the Caribbean country puts in place a transitional presidential council.

Authorities in Kenya earlier this week said the planned deployment was on hold following the announcement that Haiti's Prime Minister Ariel Henry would be stepping down.

Ruto and US Secretary of State Antony Blinken on Tuesday discussed "the expeditious deployment" of the officers, "including immediate next steps to facilitate deployment", US Department of State Spokesperson Matthew Miller said.

"I assured Blinken that Kenya will take leadership of the UN Security Support Mission in Haiti to restore peace and security in Haiti as soon as the presidential council is in place under an agreed process," Ruto said.

added that Blinken had informed him that the council "will be formed shortly".

Beninese Head of State Patrice Talon appointed Pamphile Zomahoun as Benin's special envoy to Haiti on Wednesday April 17. Benin has voluntarily pledged to provide 2,000 troops for the future Multinational Security Support Force (MMSS) in Haiti. The appointment of a special envoy to Haiti is a further step in the implementation of the plan to deploy Beninese forces in Port-au-Prince.

The cabinet statement announcing his appointment says nothing about his mission statement in Haiti, but his first priority will be to prepare for the arrival of the 2,000 Beninese troops.

Pamphile Zomahoun will be taking up his post shortly. Aged 53, he is a colonel in the Gendarmerie and trained at Saint-Cyr and Melun in France.

His interlocutors in this mission will be Haitian and international partners such as the United States, Brazil, Canada and Jamaica, all of whom are involved in setting up the multinational force. The details of Benin's participation are already known.
