Judges said Ongwen, a former child-soldier who rose through the ranks to become one of the top commanders of the notorious Lord's Resistance Army (LRA), did not have the resources to pay the compensation himself.
Instead they asked the tribunal's own Trust Fund for Victims to help cover the cost.
The reparations will be in the form of a symbolic individual payment of 750 euros per victim and additional collective reparations like rehabilitation programs and memorial sites.
Ongwen was convicted to 25 years in prison in 2021 on 60 counts of war crimes and crimes against humanity, including rape, murder and child abduction. He is currently serving his sentence in Norway.

“Kamanyola is the first MONUSCO base in South Kivu to close following the joint signing by the DRC (Congo) government and MONUSCO on 21 November 2023 of the note on the accelerated, gradual, orderly and responsible withdrawal of MONUSCO,” special representative of the UN Secretary-General said.
The MONUSCO base was established in 2005.
The Congolese National Police is from now on responsible for security in the region. The interim Commander-in-Chief of MONUSCO forces said he was confident in their professionalism.

Africa's public debt will stay above pre-pandemic levels in 2024 and 2025, with many countries still at risk of falling into debt distress as they continue to struggle to service international loans, a U.N. official said.
Addressing a United Nations Commission for Africa (UNECA) conference in Victoria Falls, the agency's macroeconomics and governance director Adam Elhiraika said eight countries were in debt distress, while 13 were "expected to be at risk of debt distress".
"Debt will (stay) above the pre-pandemic level. This is huge," Elhiraika said, adding that the continent's debt-to-GDP ratio was 62.5% at the end of 2022.
This ratio doubled to 57% in the decade to 2020 and could rise 10 percentage points in the next five years if Africa's fiscal trajectory does not change, according to a recent International Monetary Fund report.

ICC prosecutors are looking to charge Kony with 36 counts of war crimes and crimes against humanity including murder, rape, using child soldiers, sexual slavery, forced marriage and forced pregnancy.
Kony, who is still at large, has said he is not guilty of the allegations against him.

Charles Kiir Gone was serving with the peacekeeping mission in Wau, in the north-west.
He was reportedly killed during an attack by armed men in a relative’s home, where he was staying.
Gone was on leave from work at the time of the attack that has been linked to cattle rustling.

Immediate action is needed to "prevent widespread death and total collapse of livelihoods and avert a catastrophic hunger crisis in Sudan," a United Nations-backed global authority on food security warned on Friday.
The Integrated Food Security Phase Classification (IPC) had been due to issue an update to its December analysis. But it was unable to do so due to the war.
Instead, the IPC said it reviewed the latest evidence available and published the alert on Friday "to express major concern" about the deteriorating situation.

Immediate action is needed to "prevent widespread death and total collapse of livelihoods and avert a catastrophic hunger crisis in Sudan," a United Nations-backed global authority on food security warned on Friday.
The Integrated Food Security Phase Classification (IPC) had been due to issue an update to its December analysis. But it was unable to do so due to the war.
Instead, the IPC said it reviewed the latest evidence available and published the alert on Friday "to express major concern" about the deteriorating situation.

The upcoming heavier-than-normal Gu (April to June) rains in Somalia are expected to trigger cholera outbreaks in areas where the disease has not been observed for years, the UN humanitarian agency warned.
"The outbreak is expected to escalate when the anticipated heavier-than-normal Gu rains start, especially in high-risk districts located along the Shabelle and Juba river basins," the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said.
The cholera outbreak is spreading in Somalia, with more than 4,380 cases and 54 associated deaths recorded in 32 districts from Jan. 1 to March 18, according to the UN.
"The outbreak is driven by high levels of malnutrition among children, insufficient access to clean water, open defecation practices, latrines with poor hygiene, and inadequate sanitation among communities, among other factors," the OCHA said.

Puntland president Said Abdullahi Deni of Puntland welcomed the Special Representative of the UN Secretary General for Somalia, Catriona Laing, to his office, where they discussed political issues, development, and humanitarian aid.
The meeting was attended by top Puntland officials, including the Vice President, and ministers of interior, planning, health, fisheries, humanitarian affairs, and women and family affairs.
“We discussed how the international community could work closely with Puntland after the decision we announced on Sunday night to cut ties with the Federal Government,” said Deni.
Liang said that their talks covered development programs, promotion of humanitarian aid, issues like malnutrition and cholera, and the stalled process of completing the federal constitution.
Laing added that President Deni promised dialogue with the Federal Government would continue to find an inclusive process, unite the country, and define the powers of the Federal Government and member states.
